WheelCare.Health is managed by Kirk Knestis PhD, of Reston, Virginia. He serves as Executive Director of the corporation for the startup and pilot programs.
Dr. Knestis (“not that kind of doctor”) brings decades of experience to this role, as a business owner, educator, and social science researcher specializing in the study of science, technology, engineering, and math (STEM) education.
WheelCare.Health is Kirk’s newest endeavor, created to allow him to give back to the community and to keep him out of trouble.

WheelCare Health Inc. will is constituted as a Delaware Non-stock Corporation Electing Non-profit Status (File #10180110, 30 April 2025), as detailed in our Certificate of Incorporation.
- We are registered with the US Internal Revenue Service, EIN 33-4898620.
- Application to the IRS for non-profit status under Section 501(c)(3) has been submitted for approval.
- We are certified to transact business in the Commonwealth by the Virginia State Corporation Commission.
- We are in compliance with Virginia Solicitation of Contributions Law, so we can run limited public fundraising campaigns in the Commonwealth.
