Management
WheelCare.Health is managed by Kirk Knestis PhD, of Reston, Virginia. He serves as Executive Director of the corporation for the startup and pilot programs.
Dr. Knestis (“not that kind of doctor”) brings decades of experience to this role, as a business owner, educator, and social science researcher specializing in the study of science, technology, engineering, and math (STEM) education.
WheelCare.Health is Kirk’s newest endeavor, created to allow him to give back to the community and to keep him out of trouble.

WheelCare Health Inc is a non-profit public charity federally approved under Section 501(c)(3) and listed in the online IRS Tax Exempt Organization Search.
We also hold registrations and certifications necessary to further our mission:
- Constituted in Delaware as a Non-stock Corporation Electing Non-profit Status (file #10180110, 30 April 2025).
- Registered with the US Internal Revenue Service, EIN 33-4898620.
- Certified to transact business in the Commonwealth by the Virginia State Corporation Commission.
- In compliance with Virginia Solicitation of Contributions Law, to manage public fundraising campaigns in the Commonwealth.
- Registered and obligated to collect and pay Virginia Sales and Use Tax.
- Registered in the Benevity Causes Portal to help amplify our social impact.
- Listed in Candid to support and encourage transparency.
- Committed to maintaining and enforcing a board-adopted nondiscrimination policy.
